H-E-B, apartments and more planned for mixed-use development in Allen

A spokesperson for the grocer said H-E-B intends to build a store on the land, but there’s no timetable for construction

A roughly 60-acre mixed-use development in northwest Allen will soon be home to an H-E-B, apartments, townhomes, office space, a hotel, restaurants and shops, if all goes according to plan.

Mabrie Jackson, managing director for public affairs for H-E-B and Central Market, confirmed that the grocery chain intends to build a store on the land but there are no immediate plans for construction.

Work on residential units at the southeast corner of Custer Road and State Highway 121 is slated to start in November, according to state filings.

Dallas-based Trammell Crow Co. is the project’s developer. Representatives for the firm said plans were not finalized and declined to provide further details about the project.

However, the Allen Economic Development Corp., state filings and tax records offered a glimpse into the early work.

Plans for a project in that corner of Allen have been in the works for years. Three entities own the roughly 60 acres where the project is planned — H-E-B, the Trammell Crow Co., and the Allen Economic Development Corporation.

H-E-B’s share of the land is roughly 18.8 acres, and Allen Economic Development Corp. owns roughly 5 acres. Collin County tax records show the parties purchased the land from TC Custer 121 Owner LP, an entity affiliated with Trammell Crow Co., in 2023.

Filings with the Texas Department of Licensing and Regulation earlier this month show the developer plans to initially build 433 apartments and 102 townhomes for rent at the site. The apartments will have a five-level parking garage.

Estimated construction costs for the project are a combined $118 million. Work is expected to begin in November and finish in late 2026. Minneapolis-based ESG Architects have been tapped for the work.

Details in TDLR filings are preliminary and subject to change.

Development regulations passed in 2022 cap the total number of apartment units at the site to 1,200. The apartments must be built in phases, and construction hinges on the development of office, retail and grocery spaces, according to city documents.

Plans from a year or two ago show up to 60,000 square feet of retail separate from the planned H-E-B. Current square footage may be less, said Daniel Bowman, executive director and CEO at the Allen Economic Development Corp.

A roughly 5- to 10-acre multitiered park will sit in the middle of the development and to the east of the planned grocery store, he said.

On their five acres in the northeast corner, Allen’s Economic Development Corp. will design and market the land for corporate offices and potentially an upscale hotel, Bowman said.

“From a mixed-use perspective, I think having amenities like the restaurants, the park and the H-E-B — wherever that does come — it’s really a gem for us,” he said. “We really believe that corporate office is coming back, and cities like Allen will be the beneficiaries of that because people want to locate in offices nearby where they live. They also want dynamic, walkable locations.”

The H-E-B would be Allen’s second. It’s roughly 6 miles from the city’s first store location.
