Dallas and Cedar Hill spree shooter who killed 2 sentenced to life in prison

Silvestre Franco-Luviano, 48, fatally shot 23-year-old Ruben Moreno and 44-year-old Welton Betts.

A man pleaded guilty to murder Wednesday and was sentenced to life in prison for the slayings of two people in a 2016 shooting spree, the Dallas County district attorney’s office said.

Silvestre Franco-Luviano, 48, fatally shot 23-year-old Ruben Moreno in Dallas and 44-year-old Welton Betts in Cedar Hill. He then broke into a Cedar Hill house and stole a Lexus after threatening a woman with a gun.

Franco-Luviano was sentenced to life in prison for the murder of Betts and was also sentenced to 25 years for the murder of Moreno and 25 years for the aggravated robbery, the DA’s office said.

Franco-Luviano was taken into custody in September 2016 and was set to go to trial on a capital murder charge later this month.

“It spares the family the pain of going through a jury trial and having to watch that video of their loved one being murdered,” prosecutor LaQuita Long said in a written statement.

Franco-Luviano’s defense attorney Brook Busbee declined to comment.
