2nd suspect arrested in drive-by slaying of teenager in southeast Dallas

Javar Rokeem Washington Jr., 18, faces a murder charge in the death of Kareem Jones, 19.

A second teenager has been arrested in the drive-by shooting of another teen in southeast Dallas last month.

Javar Rokeem Washington Jr., 18, was booked into Dallas County jail Friday and faces a murder charge in the slaying of Kareem Jones, 19. His bail is set at $1 million, and his attorney declined to comment Tuesday.

Roger Dewayne Arnold Jr., 17, was jailed Jan. 24 on a murder charge. His bail is $250,000, and his attorney could not immediately be reached for comment.

Officers were called Jan. 10 to the 7200 block of Elam Road, at North Jim Miller Road, where they found Jones wounded. He was pronounced dead at a hospital a short time later.

A witness told detectives that they saw a black car slow down before someone inside fired several gunshots, and detectives found video showing a black Chevy with “distinctive” damage to one of its doors, according to an arrest-warrant affidavit.

The affidavit alleges that Arnold was driving and says a witness identified Washington, who was a passenger, as the man who shot Jones.

Police used tracking information from the dealership where the car was purchased and information from license plate readers to find the car at a home about 20 minutes from the scene of the shooting, the affidavit says.

The vehicle’s owner later told police she gave Arnold permission to use her car and that she tried contacting him on the day of the shooting to get him to return the vehicle, according to the affidavit.

She said Arnold told her he would pick her up, but then said the car had been stolen. She used a phone application to track the vehicle and found it about 15 minutes away from the location of shooting, the affidavit says.

Police said fingerprints in the vehicle were a match for Washington.

A witness told police that Jones was an innocent bystander and that another man was the intended target, according to the affidavit.
